You could go into the realms of speculation. Q wanted to teach Picard a lesson in humility - but being an omnipotent entity it's almost a foregone conclusion that he knew about the Neutral Zone casualties so he knew the danger the Alpha Quadrant was in. Now's he's fascinated by the humans and having a lot of fun at Picard's expense. Since the Borg are clearly planning on assimilating the AQ Q speeds up the confrontation process in the hope that the Federation will learn something from this attack providing him with more entertainment but, more importantly, giving the Federation a chance to prepare and defend itself. Afterall, if you're having fun with an experiment you want to keep it going as long as you can....
