Concerning 29th century's
"Temperal Prime Directive" & those two that visited
DS9 During the Tribbles infestation: Hmmm, here's my theory.
I think that enough shows,I mean occurences involving time travel and temperal fluxes
have involved the Federation, alien vessels, Starfleet Captains, and with varying outcomes
when dealing and or creating these phenomenon.
This has or had led Starfleet to form a department
to monitor these events and to either form or at this point to merely suggest a proper
course of
actions and limitations within a structured
protocol. Those two fellows & their co-workers
will by the 29th century have an IMPOSED
"Temperal Prime Directive", of which Capt. Braxton
of the time ship (uh,..?) spoke of to Capt. Janeway.
By the way that was a pretty cool little time ship!
It looked rugged. Made to fair well while traveling
through worm holes and stuff!
