broken promises

I live in cincinnati where as of now i cannot watch ds9 and soon to be stvoyager.
What happened to the promises that i will have access to these shows? I have yet to see an episode of ds9 and now that voyager has gotten better i am not going to be able to watch it either.
a very old and angry star trek fan
