Riker could be given his own ship, and use it to save the Enterprise-E, but in the process his ship could be destroyed (he survives along with crew) and thereby he is reinstated as first officer on E-E. In the mean time, Data is first officer on E-E, and Worf is first officer of Riker's ship. It all ties in rather neatly, don't you think?
