ST6-What is that Klingon doing?

In ST6, on Chang's Bird of Prey, when they are just about to fire on the enterprise in the climax, there is a helm or nav officer that is doing something very strange: He looks like he is wrapping an invisible extension cord around his shoulder and elbow. It's easier to see in the widescreen version rather than the pan & scan. If you know or have any wild speculation let me know!
