I dunno, maybe the dominion are sending a lone person (the red horsemen, refering to the bringing of the apocolipse) and he brings a plauge to Bajor and other Alpha Quad planets. in the past the dominion have sought other ways of hurting the FED then direct conflict, maybe this is just another way.
