Several spring to mind, but I think that I have to go for The Measure of the Man. Thought provoking, it showed not only brilliant acting, but made you feel genuinely uncomfortable when Picard asks 'What is he? Do you know?' The Naked Now must be close though, if only for the fabulous scene between Yar and Data "Are you fully functional?" indeed!
