Well look there, you just admited that there have been Romulans on DS9. The Defiant has a Romulan cloaking device. And there is an episode coming up where Sisko blatently brings the Romulans into the war. So you can't say that they're being discriminated against. There just hasn't been any reason for them to be on, till now. And now there are going to be Romulans on DS9.
