Actually, I read that it could only reach this speed using sub-space boosters. I take that to mean that it must have installations along the way.
I may be wrong, but it came from the Omnipedia.

This doesn't mean I am bailing Voyager out. If Captain Janeway was half the man she sounded like, the Voyager would have been in the Alpha Quadrant a long time ago!
