I just assumed that he used his own knowledge of Borg technology to figure it out. But when I went for the second time, I figured out that that wasn't what it was. Just before Picard hails the fleet, you here this sort of buzz of wispering. Obviously from the collective. If you listen close, you will hear the Borg re-directing drones to a damaged power core in some sector like 001 or something. Apparently the Borg were already heavily damaged by the Federation fleet.
