When we first saw it, the guy I went with couldn't figure that out eigther. But since I had read "The Return," I knew that Picard could still here the thoughts of the Borg. I just assumed that he used his own knowledge of Borg technology to figure it out. But when I went for the second time, I figured out that that wasn't what it was. : Just before Picard hails the fleet, you here this sort of buzz of wispering. Obviously from the collective. If you listen close, you will hear the Borg re-directing drones to a damaged power core in some sector like 001 or something. Apparently the Borg were already heavily damaged by the Federation fleet. EXELLENT, I never caught that.
