And come up with a problem.

According to the chronology, "The Neutral Zone" happened almost one year before "Q Who". And if Mr. Data is to be believed, the resonance traces at system J-25, were exact matches to the Neutral Zone outposts.
This poses a most interesting dilemma.
If the Borg were already in the Beta Quadrant, why did it take two years to attack the Federation?
One possible explaination would be that the Borg ship at the Neutral Zone had been a scout, using a transwarp conduit, sampling the galaxy as it were. If my theory about transwarp conduits is correct, even the Borg have no way of -really- knowing where one is going to come out. You can best guess, with extreme precision as Mr. Spock would say, but not really know. So perhaps this Borg advance ship dropped out, collected the outposts and went home. This would have given the Borg a year to analyze the outposts. The encoutner with the Enterprise still hold up because the Borg would have had no reason to think that the Federation would be that far into the Delta Quad. When the Borg realized that the it was a Federation ship from the Beta/Alpha Quad they probably freaked, without knowing that trickery of Q, they would think that this inferior race had all kinds of hidden abilities. Thus a threat.
