You can best guess, with extreme precision as Mr. Spock would say, but not really know. So perhaps this Borg advance ship dropped out, collected the outposts and went home. This would have given the Borg a year to analyze the outposts. The encoutner with the Enterprise still hold up because the Borg would have had no reason to think that the Federation would be that far into the Delta Quad. When the Borg realized that the it was a Federation ship from the Beta/Alpha Quad they probably freaked, without knowing that trickery of Q, they would think that this inferior race had all kinds of hidden abilities. Thus a threat.
