I would love to see this happen, if Riker does get his own ship.

Also, after DS9 ends, Worf would rejoin the Enterprise crew as Security/Tactical Officer.

Picard should remain as captain of the Enterprise.
Picard, IMHO, doesn't want to be an admiral, right now.
Besides, if Picard were premoted to admiral, that would end TNG in the movies, I think.
