It means that the Borg vessel in the Nuetral Zone wasn't aware of the Federation until they got subspace relay from the other Borg ship that Q introduced the Enterprise too. That's when the Borg became "interested" in the Federation.

But why would a Borg ship decide to send a relay to another when he could have taken the Federation by surprise.
It makes no since...If it was a Borg ship then it had to be able to detect all the subspace activity around the area,
which means they would have known about the Federation, Romulans, and any one else around there, Q didn't influence the
Borg in any way so why did they wait until the encounter to become interested....um if it was a Borg ship that is.
